Resolution:
The was a classic case of RTFM.  The Readme.txt included in AllTemplates.exe contains accurate instructions on getting this to work.  In a nutshell, you must first deploy ApplicationTemplateCore.wsp before deploying any of the other packaged templates.

This also helped clarify:

You click Site Actions > Edit Page.  Then click any web part's Edit button > Modify Shared WebPart.   Go to Appearance and change the Chrome Type setting and click OK.  The change only works if you are working on the default.aspx page.  All other pages do not reflect the customization.

Bugs - Problem Connecting First Workstation To Windows Server 2008

To resolve this issue, I modified the DNS settings (network > Properties > Manage network connections > Local Area Connection > IPv4) to make the Preferred DNS entry point to the Server IP.  I also changed the Preferred DNS on the Worstation to point to the Server's IP address.

Bugs - MS File and Settings Transfer Wizard does not transfer Outlook data when upgrading to Outlook 2007
Issue:
When using Windows File and Settings Transfer Wizard to migrate a user's files and settings from an old computer to a new computer, the Outlook data is not transferred if:
* the new PC is running Outlook 2007, and
* the old PC is running an older version of Outlook

Solution:
No known solution is currently available.

Work Around:
Manually transfer outlook .pst data from old system to new Outlook 2007 installation.
Bugs - Unable to download attachments in HOTMAIL - No Error Message
Issue:
Unable to download attachments in HOTMAIL when all of the following are true:
* Norton Internet Security 2009 (NIS2009) is installed
* Norton AddOn Pack is installed
* Norton Parental Controls are enabled for the current user account
* The current user account is a member of the "Teen" group in NIS2009

Solution:
Symantec has no resolution to the issue.

Work Around:
We have resolved the problem by creating a custom Group in NIS2009 and manually checking the content we wish to block.

Other web sources have suggested using Mozilla FireFox and/or a third part download agent to resolve the attachment download issue; however, this did not work for us.
Bugs - Unable to spell check in Outlook Express
Issue:
Cannot spell check in English in Outlook Express. Only the French dictionary is available.

Solution:
There is no known current solution.

Work Around:
We've seen this on machines which have MS Office 2007 Student Teacher Editions installed. There is no current Microsoft solution; however, you can download an alternate spell checking program here: http://www.snapfiles.com/php/download.php?id=105785&a=7116642&tag=609436&loc=2

This solution appears to seemlessly address the issue from a user perspective.
